XP won't shut down fully

I heard win98 had the problem with not giving the okay to shut down although I didn't have the problem with win98. Now that I have down a new installation with XP it on;y goes as far as "windows is shutting down". At times I can hear the difference between it spooling down and at other times not. I have disabled all the statup files in msconfig as well as changed my video card. Any patches out there that you know of
