xp wont rescue

I have a pc with windows xp preloaded at purchase. No
installation cd came with pc. How can i make a cd from
my other computer with same problems but working to
reinstall xp to the computer.

You can't.

That would be a procedure set up by the computer manufacturer since
that is not possible with a retail Windows XP installation.
Contact the computer manufacturer for the procedure or for information
about getting a CD.
