XP won't remember settings - help

Steve, eh?

Every time I restart XP I have to replace the Quicklaunch Toolbar, and
things like MSN won't remember window sizes and font selections - and
XP won't remember frequently used programs, etc.

I just ran CCleaner to help with a frequent crashing problem I was
having and I think I may have removed something I shouldn't have by
not reading everything CCleaner was removing.

Short of doing a repair install is there anything else I can try?

I use ccleaner a couple of times a week never had this problem I don't think
that ccleaner caused it.
Run the registry edit on line 30 left hand side here:
http://www.kellys-korner-xp.com/xp_tweaks.htm
reboot when done.
