XP won't let me set printer page size to 5.5x8.5

Older windows programs allowed you to set up the page size
at 5.5 x 8.5 (half a page). XP doesn't have that option.
Our Okidata ticket printers create dup.reciepts that are
half a page, and perforated. Now, every time we print a
ticket for a customer, it uses two of our forms, (or we
have to roll it back down .... and Okidata printers hate
to be manually rolled down). Why wasn't this option
passed on with the new XP "improved" product? It's
costing us time and money.

You should direct your inquiry to my.okidata.com support and drivers.
It is the printer vendor's responsibility to provide printer drivers and
support.

Create a Form that is the size you desire.

Open Printers Folders / File / Server Properties.

Add the new form size here, then select it as the default in "Printing
Defaults..." on the Advanced Tab of the printer Properties
