xp won't download

i was told that if you tried to install xp upgrade more
than three times you have to contact microsoft to
reactivate the product id. i was having trouble keeping a
hard drive so i have had to redo everything including
installing xp several times, and now that i have fixed my
hard drive i cannot get xp to download, it gets to a
certain point and goes black and doesn't come back on.
what do i do? does anybody have a clue?

Remove everything but the keyboard, mouse, and video. Run setup by booting
from the XP CD. If it gets to the desktop, do not imeediately activate.
Replace the removed components one at a time and then activate. You can
install XP on the same system on move to other hardware if it the retail
version as often as you want. You may be prompted to make a phone call
activation.
Follow the steps below.
You boot from the CD and do a clean install.
