xp wont complete a hd format successfully

just brought a new harddrive installed everything looks fine healthy see it
on both management and my computer but when i format it on xp disk management
it wont complete the format successfully. Running: p4 1.6ghz 400mhz 478skt
intel motherboard (dell factory system dim 4400)
768 ram
ati readeon 256/512mb ddr3
sb live!
xp home
ide 20 gb stardard (came with the dim)
new hitachi deskstar 80gb (the one that wont format)

If the drive is visible in My Computer / Explorer then it is allready
formated
Disk Management will show what type of Format and status
