XP won't boot

Can anybody fix this
I uninstalled an update to MS Outlook express today. After uninstallation was done, XP promted me to restart. It ran check disk and then tried to boot up. It will make it to the XP splash screen (the black one with the status bar and the windows logo) and then reboot itself. How do I repair this short of reinstallation. Is there any way to implement System Restore via a boot disk or something?
 
Hi, Art, can you go in Safe Mode by hitting F-8 while rebooting?

Boot off your XP CD and go to the first repair prompt which is a DOS style
prompt. Do FixMbr and Fixboot and reboot. I am not saying this is definitely
what will work but as you said in a later letter that you cant get into safe
mode or even the menu to allow last known good config, this may be your only
chance short of a repair install. If it doesn't work, then boot off the XP
CD again and go to the SECOND repair prompt which installs XP on top of XP.
If that doesn't work, you have to fresh install.
