XP will not shut down

I have Windows xp home and since the xp2 upgrade I have been having problems
shutting down. When I click Start/shutdown, and select shutdown and hit OK
the window closes and absolutly nothing happens. It just returns to the
desktop and sits. Nothing is locked. It will sit all night, or I can start
programs with no errors.

If I go to the Windows task manager and kill the proccess
CDAC11BA.EXE then windows shuts down normally if I hit the Start/Shutdown
routine. This program is in my Window/system32/drivers directory.

Any ideas? I am not sure what installed it, or what it is used for.

What program installed this, I don't know. But that's what that .exe is. On
my machine autocad 2004 installs this. Look in add/remove for safecast and
remove it, but just know it may break the program it came with. It should
tell you when you try to uninstall if it associated with any programs. Mine
tells me autocad 2004 uses it.
