XP will not allow transfer of pictures from camera.

On new DEll computer using XP, transfer menu does not
appear when I plug in camera (Nikon Coolpic 995)and turn
on for picture transfer. Device Manager shows solftware
is installed and working properly. Have tried to correct
using New Equipment amd Camera wizards with no luck. Has
anyone had this problem or know how to correct? Thanks.
