XP vs. 98SE with ICS

I have 2 PC's. One running XP with a USB DSL modem
(Arescom) and I am able to connect to the net fine like
this. On the second PC I am suing Win98SE. I have run the
networking wizard and made the disk, used teh disk and
gotten nowhere in trying to share files or internet(dsl).
If I add another PC also running 98SE to my Linksys
router, to two 98se machines see each other and share
with no problems but the XP machine still cannot see the
other 98SE machines and either 98se machine can use the
internet. What am I missing?

Are you running a firewall?
ZoneAlarm for example has an 'Advanced' button for turning ICS on.
 
Install ICS on one pc only and use the client disk for the second pc, and
make sure you are on the net and can see each other on the LAN before using
the client disk.
