If you mean *Service* Pack, of course not. You'll have to either order
it online to be shipped to you or walk/drive to a store and buy it.

As an Action Pack partner I speculate that yes, if you subscriptions are
up-to-date, that Vista will likely be included. But I've received no
confirmations from MS regarding this. I base my answer on past MS
initiatives regarding software contents of the Action Pack. Stay tuned...
