Is there a way on XP to track activities of a " User" ? Like what files they
used, etc. Thanks.

Not unless you are using Windows XP Professional and had
previously enabled auditing.

I have XP Home, and yesterday will trying to solve another problem I saw
reference to tracking such info, however, I do not remember where I saw it.

User tracking is remembering your settings.

NoInstrumentation_Help (called User Tracking in the UI in Group Policy)="Disables user tracking.\n\nThis setting prevents the system from tracking the programs users run, the paths they navigate, and the documents they open. The system uses this information to customize Windows features, such as personalized menus.\n\nIf you enable this setting, the system does not track these user actions. The system disables customized features that require user tracking information, including personalized menus.\n\nAlso, see the "Turn off personalized menus" setting."
