XP User Acount Passwords can be deleted by other users

Is it possible to prevent other users from deleting
eachother's acount passwords by going through their own
accounts? other than by changing their acounts to
limited, because they can change it back.

Thanks.
 
The the XP scheme of things, if an account is not limited
then it is an administrative account, and admin accounts
cannot be limited in that way.
