XP user accounts

How do I disable user accounts on XP Pro. I need to stop users from accessing this computer. If I delete the account a new account is made when they login. So what I am looking for is a way to stop them from accessing this computer.
Thanks in advance.
 
Password all accounts including the default Administrator.
Do not give them the password.

Right click on "my computer" go to "manage" & select "local users and
groups" look in "users" then double click the user to disable and select
"disable account".
