XP upgrade stuck in restart loop

I'm working on a machine that has ME and I'm upgrading to XP Pro. Everything
goes through until it reaches "finalizing installation". I get an error:
"...error has been encountered.... prevents setup from continuing. Setup
will now restart..." At restart there is no option to cancel setup. I found
an article in the knowledge base that says to go into safe mode but when I do
I get a pop up window saying that XP Setup cannot run in safe mode and will
restart. So, it goes from the installation to restarting back to the
installation and hits final install and gets the error just to restart and
install again. Everything I've read tells me to go to start, run, etc but I
can't even get to a start button. And the other thing that doesn't help is
that I don't have the ME CD to boot from either. Does anyone have any
possible suggestions? I'd appreciate any advice.

Thank you. I've seen that article but I can't try it since xp always wants
to run setup. Even when I'm in safe mode. It says that setup cannot run in
safe mode and is going to restart. I'm constantly rebooting and can't ever
get to a normal desktop to access the start button. Any other help out there?

Once setup loads initial files when you reboot it wants to complete setup ,-
and you will get that message even without the CD in the drive. During some
stages of installation XP will remember a problem, run setup again and
"skirt" around the problem -especially true with hardware detection and
initialization. Contin ue to run setup several times as need arises - you
may luck out and get an XP installation and if you do you will notified what
aspect was not installed.

I had the same/similar problem when upgrading from XPHome to XPPro. It was
a faulty XP Upgrade CD!
I got a new CD from the people I bought it from and all went well.
