This depends on the install media and the license type among other factors.
Some OEM licenses can't be transferred. Retail licenses normally can.
For another example, if the computer you no longer use is a Dell and the new
one isn't, you may find (completely aside from licensing issues) that Setup
checks for a Dell signature in the BIOS and won't run. Or, if the media
is a restore CD set, the install won't work because the hardware is
different, and that does matter in a big way.
So, the answer is sometimes yes and sometimes no. It's impossible to
provide a definite answer with the information provided.
