Well, the "general" answer is that a driver, or app you have running
24/7 is getting in the way of telnet, as safe mode loads a minimal set
of drivers and doesn't run "most" of your background apps.
It could be anything from your firewall to some odd app that continually
phones home that was created and tested on only a single pc before it
was published, and/or distributed via a file sharing program.
