We have experienced very similar problems on a Dell
OptiPlex GX260 as well.
This occurs after we have applied Windows XP SP1 and
reseal mini-setup using Sysprep 2.0. Shortly after mini-
setup begins, the 'Fatal Error...encountered that
prevents Setup from continuing' results. The only
additional info is 'Windows is unable to start because
the registry could not be updated.'
Using Sysprep 1.1 works without the error. However,
Microsoft states 'Do not use the original deplyment tools
(sysprep 1.1) to deploy Windows SP1'.
Does anyone have any insight on Sysprep 1.1 vs 2.0 and if
using 1.1 on WinXPSP1 will cause any issues?
