XP startup programs problem

Most people seem to moan about having unwanted programs starting up when their
system is booted, but I'm having the opposite problem. I've got quite a few
things that should be invoked at startup and sit in the task bar, but it seems
only a random few of them do so.

Things like the volume control, printer toolbox, IR for WinTV, toolboxes for
audio and video systems etc. I've been monitoring it the past week or two and
at most it's been 4 of them, several times none at all. And there seems to be
no pattern to which ones start when. Some of them are in the startup menu,
others invoked from the registry. I've even put an Excel file into the startup
folder. Sometimes it opens up properly, sometimes Excel starts but doesn't open
the file, sometimes Excel doesn't start at all.

Any ideas what might cause such odd behavoir?
