XP SP2 breakes IE Cache

I've got a web application that uses DOM, XML, and javascripts.

In WinXP SP1, once the 2 meg XML files have been cached, IE goes to the
local cache for files and does not return to the web server.

However following a XP SP2 install, IE returns to the server each time a
link is clicked (slowing down the app). The same issue on Win2K SP4 and W2K3
SP1.

I have replicated this issue on 11 computers (laptops, desktops, Virtual
Machines, etc). Temp Internet Files is set to Auto or Never, however there
is no change. Adding the URL to Trusted Sites does nothing.

You probably need to consult the application writer or try and find a
solution in a development forum or group.

Nope that didn't work. I had tried all 4 cache settings and no luck. It's a
specific SP2 thing that I can't figure out, even from here:
