XP SP2 and USB devices

I am trying to install an external DVD burner and it is connected through my
USB 2 drive. I have installed the drivers from the CD that came with the
burner. Though when I plug it in and search for drivers it doesn't ever see
them. I have gone through advanced setup as well and it still fails to see
them on my hard drive or on the CD.
I found that this was a common problem on the Microsoft web site. It said
you just needed to download service pack 2 and your problems would be fixed.
Well I have had it on the whole time when I have been trying to install it.
I was just looking for advice on what my next step might be to get it working.
 
Go to the support section of the device manufacturer's web page. If this is
a known issue or if you needed newer drivers to solve the problem this would
be the place to start. If the device is still under warranty, you may be
entitled to free support from the manufacturer and/or a replacement device if
your support representative determines you're having problems because the
device is defective.
