XP SP 2 only allow save for Snapshot reports

Our xp SP 2 users only get the option to save or cancel when they click on a
..snp report on one of our hosted websites. How can we get these to open?

Surely they would need Access ?.
 
they have access but the dialog box is missing the open button it just has
save or cancel.
 
Maybe the file is already open and you need to save it to your local drive
before opening it.

That doesn't seem to be the case, besides these reports are for not so
literate users that just need the reports to open.
