XP RUN AS HELP

I have followed Microsoft Knowledge Base Article - 294676
and still can not use the Run As function to load software
on my Windows XP PC's, AD Domain running Windows 2003
Server Standard/Enterprise. Can anyone tell me what may be
the problem. I can use the Run As to load software at my
other sites with XP, but for some reason this site is not
working correctly. Even granting the users Admin rights
still does not show the run as function, clicking shift
and the install program does not show it either. Can
anyone tell me what may be the problem?

Is the Secondary Login service running on the machine ?
You do not get RunAs option with r-shift r-click, as you say,
but can you manually use RunAs at a cmd prompt ?
 
Yes on the secondary lgoin service. As stated and
following the directions in the Knowledge Base Article
#294676. Normally you r-click in XP on the program you
want to run as or shift r-click as the knowledge base
tells you. Is there a way to use the Run As function to
load and install software other than using right-click on
the program/application you are trying to install?
