XP restarts can't install programs

Every time I try to install a program my computer keeps
restarting or gets an error. I looked in the error log
and the most common issue is:

The SAVRTPEL service failed to start due to the following
error: The system cannot find the file specified

and

The application, C:\Program Files\Messenger\msmsgs.exe,
generated an application error The error occurred on
09/21/2003 @ 00:23:06.183 The exception generated was
c0000005 at address 004036B3 (msmsgs)

any Ideas would be greatly appreciated.
