XP restart loop after upgrade

I've installed a new MBD, CPU, RAM in my system. Windows now boots only to
the splash screen (it comes up very briefly only) and then restarts my
system. No other changes to hardware or system settings were made before the
hardware change. Booting isn't possible in Safe Mode or any other mode for
that matter. It's very likely Windows having a problem with the new hardware
(duh), but how do I resolve it? Hardware tests ok, software is the issue.
Is there any way I can fix this without doing a fresh install of Win XP?
