Too generic.

Please give more details to narrow the scope of your query - otherwise - you
are asking for a broad opinion which will differ per each user's experiences
and in the end will end up with a nullified answer to your query -
accomplishing nothing.

Come back - prove you are not a troll fishing for an argument - give more
details on why you would ask such a question 7-8 years after the release of
the operating system and what it is you are actually asking for.

It reliably gets infected with malware on a regular basis.

If you want a reliable and stable operating system, check out Ubuntu, a
free, very user friendly. Linux distribution that comes with access to
thousands of free programs. You can get it at http://www.ubuntu.com/

Windows XP Professional is very stable, very reliable, but, since you
didn't mention your intention, I will only discuss XP and not the
applications that people add to the platform.

Like any OS, the system is only as stable as the quality of the
underlying hardware - so, if you buy the latest motherboard, latest
video card, etc... you are more likely to have problems, newer means
less debug time for the vendor that provides the part. Often times it's
best to wait for a product to be on the street for 6+ months before you
purchase it, and then only after reviewing any issues.

At this time, XP + SP3, is rock stable on quality hardware where there
have not been installed a mess of programs. In general, MS operating
systems operate best with MS Applications, but that's a given.

If you download questionable software your machine will have
questionable reliability. It's always best to research every product
before you install it, wait to install new software until it's been
tested by others....

This machine, the one I'm working from right now, has run without a
fault for 2 years, and I use it for a lot of development work, but I
also spec'd each part and checked all the apps before I installed them.

XP Prof has to be the most stable platform that MS has created to date.

Because most of the ignorant masses would never know they've been
compromised and their machines could be used as bot nets. Many home
users that are not technical install exposed services and don't even
know they've done it.
