XP reinstall from external hard drive

I would like to do a clean reinstall of Windows XP on my laptop. However, it
does not have an internal drive. I have to do it from an external CD drive.

How do I do this?

Can you boot from the external CD drive?

I have an external USB 2 drive. The buzz on the web seems to be that you
can't install from a USB drive. What's a fellow to do?
 
No, I don't seem to be able to. I start up the computer with the "C" key
pressed but it doesn't go to the external drive it goes to the internal hard
drive.

Look in the BIOS and check with your computer's mfr. for support to see if
you can make this happen - otherwise, you're painted into a bit of a corner.

Some BIOS chips allow booting from a USB device.
Your manual will tell you how (if you can).

You'll need to check in the BIOS for a setting to allow it to boot from
an external USB device. Look for a setting about Legacy USB.

Best to use a laptop with an internal drive for best results.
