XP Professional Restore Not Responding

I've spent many hours looking for a solution on this issue. We have
one (1) XP Professional computer in which the Restore function does
not respond according to the Task Manager. I have tried a
recommendation from the eldergeek, but the restore function simply
does not work.

I had disabled a service that Restore required. Too many tweaks!
