XP Pro will not shutdown ATX PC.

I am fixing up an old pc for a friend's daughter. It is a PCCHIPS ATX 380MHZ box. I loaded XP Pro and I can't get it to shutdown. I have checked the power options in XP and Bios and there is nothing I can find to help. The only way to shut it down is when XP says it is safe I press the reset and when the power light on the monitor turns green I press the power switch and then it turns off. I thought that ATX PC's as my PC is, shutdown by them selves. This used to shutdown with 98.

This happens because the old motherboard in her machine doesn't support
the advanced power management options of XP (ACPI). The only way to get
around this is if there is a BIOS update for the motherboard that
supports this, and this is rather unlikely for such an old motherboard.
She'll just have to press the button.

Go to control panel | power options. Is there an APM tab? If so go to
it and check enable.
 
That can be easily fixed.

See step 5 in particular. Once you've turned on the proper setting in Device Manager, XP ought to shut down normally.

I used it for a while on a PIII system which had ACPI turned off in its BIOS settings. In a later re-install of XP, I turned on the ACPI features, and didn't need the legacy power management any more.
