Actually thier is no "pro to home" or "home to pro" upgrade,as
microsoft says,when switching from home to pro(most common),one
must boot to xp cd,install xp,delete the partition,create one,
then let xp format and do a clean installation...

Professional to Windows XP Home Edition.

Andrew E. has been incorrect about this many times - but refuses (or perhaps
cannot comprehend) the fact that upgrading from Windows XP Home to Windows
Professional is supported and one of the easiest paths to follow.
However - this was not your question. You are (for whatever reason)
attempting to replace Windows XP Professional with Windows XP Home Edition.
In order to do this, you must boot from the CD (Windows XP Home Edition) or
the boot floppies - delete the partition(s) and create new partitioons to
install upon and do so.
If this is what you are doing - then it is entirely possibly you have some
bad hardware.. CD, CD drive, cables, controller card, hard drive, memory,
motherboard, etc..
