I was thinking about buying this for my new comp I am building myself.
However, I have heard that there have been nothing but problems with people
trying to get this installed on their comp.

My other alternative was to use Windows 98, which I own, and then use my
upgrade version of XP that I also own. The thing bothering me about that
method is that the last time I used the upgrade cd I had got the activation
screen and had to call MS to get it activated. That's not much of a big deal
except that it makes me feel like I am doing something wrong.

But what do you think? Should I buy it? Will it work okay?

The only thing wrong is Microsoft "blocking" legal users. Since you already
have the XP Upgrade CD and a full Windows 98 CD, you do not require to
purchase any other versions (unless you are going to be using the same XP on
two PCs.)

You do not have to install the 98 before installing XP. Start the install of
XP and it will request the location of the "older" Windows files during the
install. Place the CD into the drive and point to the CD drive.

Thus far, I have no problems putting XP w/SP2 on newly built systems. In
fact. Even for 1 year old systems, using a XP/2 CD instead of just a
plain original XP works WAY better.

There is a record of this:

win95 dodgy
win95B way better
win98 mostly works
win98SE way better
