Is their anyway to shorten the time it takes for the
process "preparing network connections" to occur? I am
using XP on a Dell D600 notebook. It takes about 1min 15
seconds for this process to finish. It does not seem to
matter whether the system is connected to the domain or
not.

Don't turn your system off - use hibernate instead.
