XP Pro slows down

I know this is a generalization question but somebody may have a clue.

More often that I want, XP Pro justs bogs down, like running in mud.
There are very few (if any) applications running.
The Task Manager shows no Pgm eating up all the CPU clicks.
Virtual Memory is set to more than adequate size.

Back years ago we had memory leaks kind of thing that would cause this.
What might be the current cause?

Could be some form of power saving in BIOS?
CPU slowing down due to heat (Some CPU's do this)
Hidden spyware processes (You have run a virus scanner and spybot S&D?)
Incorrect driver for a piece of hardware you have
