XP Pro - Restricting people fron downloading...

On our office PC with XP Pro, we would like the workers kids to be able
to access the internet so they can do homework, have fun etc. But we
would like themnot to be able to download any games, software etc.
Is there a way that we can allow surfing of the net but not downloading?
Would we be able to have all this in the Guest account?
Or... would we be better off making a login with the kid's name and make
it restricted?
But then... chances are he might be able to still download (but not
install IIRC!)
Any help on this appreciated.

homework) and change the setting there or do I just go into the registry
with myself logged on and change it there?
 
Change it for the user you want to limit, hence the name of the key
HKEY_CURRENT_USER. If you do it on your account, you'll knobble yourself :)

I did think that is what would happen, but wanted to make sure!
