XP Pro Modem Issue

Ok, I configure a laptop which is bound to my domain for
a mobile user. The user will use the modem to dial in.

When I am logged in with an administrator account
everything works normally. Specifically you can hear the
modem dial and handshake.

When logged in as the intended user (normal account) you
cannot hear the modem at all. It still works but you
cannot hear any sound.

I have checked all settings and nothing I can find does
the trick.

Any Ideas?
 
Checkpoints, ignore what you have already tried:

Control Panel/Phone and Modem Options/Modems Tab/Properties/Modem
Tab. Under Speaker volume, slide to High.

Go to Start/Control Panel/Phone and Modem/Modems/
Properties/Advanced/ExtraModem/Modems/Properties/Advanced/Extra
initialization commands and remove: M0 (note: that is a zero, not the
letter O).
