XP Pro Kills Others Internet Connection

We have a network (peer-to-peer?)set up to allow sharing
of a broadband internet connection throughout the office.
Network consists of a hub, router and DSL modem. Our
problem is this:
We have an individual that comes in with a laptop using
Windows XP Pro (all others using Win98 & Win2k) and when
they plug their laptop into the network within minutes
everyone on the network loses their ability to use the
internet. The laptop will eventually be unable to connect
also.

This is a problem that really needs to be resolved.

I've seen that behavior from a computer that was infected with the
Blaster worm and flooded the network with traffic.

With the computer disconnected from the network, run a full scan with
an up-to-date antivirus program.
