XP Pro Install stalls at Saving Settings

I am installing, not upgrading, XP Pro on a IBM Thinkpad
Laptop which had W98SE. Twice the installation has gone
along fine until it is in the Finalizing installation
phase, saving settings. The message "Setup will complete
in approximately 6 minutes". I have formatted both hard
disk partitions and tried installing in each partition
thinking there might be a problem with the first one I
tried, but that doesn't seem the problem. When the
install stalls I am unable to do anything but turn off
the system.
 
Do you have the latest BIOS installed for your ThinkPad?
Did you install Windows XP with the ThinkPad undocked
from a docking station?
Did you detach all hardware peripheral devices?
