XP pro install over win98

I have the OEM disk of XP Pro and want to install it over win 98 and not as a new install on another drive. I just tryed and it installed on my last drive instead of C drive

I now have the the 6 disk setup ready and need to know if I need to still have win 98 installed to do this or can I reformat all my drives and install it to C drive using the flopy disk setup?
 
The OEM CD of XP Pro is designed only to be installed on a cleanly formatted
hard drive, not to perform an upgrade installation over a previous operating
system.

It is bootable.

Set the BIOS to look for a bootable CD before looking for a hard drive. See

An OEM WinXP installation CD _cannot_ be used top perform an
upgrade of an earlier operating system. Such CDs are specifically
designed to only perform full installations upon empty hard drives.

With an OEM version of XP Pro the best you can do is to:

1. Run the Files and Settings Transfer Wizard from the XP Pro Install
CD to save your Windows 98 data files and program configuration
settings to another partition, a network drive, or a removable backup
device such as a CDRW drive.

2. Do a clean install of the OEM XP Pro and reinstall your
application programs.

3. Run FASTW again from within XP Pro to restore your data files and
configuration settings.
