XP Pro Blue Screen booting to Safe Mode

XP Pro generates a BSOD IRQ_NOT_LESS_OR_EQUAL, Stop code
0x0000000A(0xF8AD9354) when Safe Mode boot is selected. Normal boot is OK.

How do I go about finding what is causing it?

Running latest CA Etrust Armor firewall and AV (if relevant).
Dell Inspiron 8600 laptop.
Service Pack 2 plus all subsequent fixes.

Some users who cannot get into Safe Mode after applying SP2 have
identified the problem as being caused by Nero's InCD 4.3. Going back
to an earlier version fixes this, although Nero has an update on their
site.
