XP picture on start menu

In Win XP there should be a picture on the top of the
start menu with your user name and a little picture which
you can change. I do not have the picture there. I have
check everywhere 'users and groups, properties'
everywhere. I think i had a chance to disable it but i
forgot where that was. Please help

Did you try and look for frames?
 
Right click the start button
choose properties
make sure the radio button for start menu and not classic
start menu is selected.
