XP & OEM XP?

Hello everyone,

I have Windows XP HE now and I am about to build a new
PC. On this PC I want XP Pro. While shopping around on
the Internet I find two versions of XP Pro and one of
them is an OEM version. I know what this means in
hardware, but what about in XP?

OEM versions of Windows XP:

-- cannot upgrade over an existing Windows installation
-- cannot be transferred to a different computer in the future
-- the license cannot be sold or transferred to another user
-- are not eligible for free Microsoft technical support

OEM versions:

-- cannot upgrade over an existing Windows installation
-- must be installed on a "clean" drive
-- cannot be transferred to a new or different computer in the
future(debatable)
-- are not eligible for any free technical support from Microsoft
-- must be sold with some type of computer hardware
-- cost less because of the above limitations
 
Buy the OEM, you're just wasting your money with the
retail version. There is a way to change a OEM to a Retail
when you burn a copy.

How to change a OEM to Retail? I have Xp Home OEM version
in german language and wanted to have one in english
version. is it possible?
