Hi,
Ok, so then you need to discover what background process or application is
causing it. Hit ctrl+shift+escape, end all applications. Try again from the
start button - does it work? Yes? Good, that means the issue is with one of
those applications you just ended. No? Ok, then start again, this time going
to the processes tab. "End process" on a couple of them (don't panic, WinXP
won't let you kill a system critical process), then try again. Repeat until
shutting down works correctly. The trick is to isolate which process is
causing it, then address why that process is running.

I read the link below and it doesn't address the specific problem I'm
experiencing. I can logoff using Ctrl-Alt-Del and then select the "Users"
tab and clicking the "Logoff" button. It won't work from the "Start" key,
nor will the computer shutdown from the "Start" key.
