xp new install

just completed a new build, started up fine, configured
bios settings, then popped in win xp pro cd, the drive
spins up--but I get nothing on the screen. Am I supposed
to load some cd drivers via the floppy?

No..
The Windows XP CD is bootable as long as your CD drive can read it.
It sounds like your CD drive is having trouble reading it.

Try making sure the cables are firmly plugged in.
Try making sure the jumper settings are correct on the CD drive and any
other drive on the same cable.

If that all fails - try the CD in another computer.. Make sure it is
readable.
And if that works.. Try a different CD drive in your computer.
