The startup appears to proceed normally up to selecting user and personal
settings automatically entered. The desktop wallpaper opens-and immediately
closes and logs off (saving settings) to the Welcome screen. This is
probably a virus but there seems to be no way to get to the system. ALL
versions of Safe Mode have been tried to no avail. Is complete
re-installation the only solution?

Even with the built-in administrator account?

Very few home systems have only one account and although you mentioned "safe
mode" - there was no mention of trying other users. Particularly the built
in (and hidden in Windows XP Home) "Administrator" user.

To me it sounds like the profiles are garbage.
 
Things like this drive you (or at least me) nuts!!!!

If you suspect malware and you place youself in comprimising places
(P2P freeware downloads etc) you may find:

1. Investment in a good disk imaging program is wise.

2. A device to keep your image backups is also wise.

It's much easier to restore a disk image than to reload your OS and
all attending software.

There are lots of sharp people who participate in this NG.

I hope someone can offer you an easy way out!!!

The "Administrator" account was tried several times also. Both profiles are
as you suggest, probably garbage. The action resembles I think, a version
of the infamous Sobig worm. This is a friends computer who was quite
careless on the internet. The data lost by a complete re-install will not be
tragic.

Might I suggest a repair install first?
Or using something like The Ultimate Boot CD (Based off BartPE) to at least
get the data off?
Or even a parallel installation and taking ownership of files?

(Google group search for any of those things.)
