XP loads but user accounts have no start menu or desktop icons

Please help. When I start the computer XP loads and I get to the user screen. When I attempt to log on to the individual users I get an empty desktop and no start menu. The only thing on the screen is the wallpaper and the curser

Please help.

Item No. 195 (right column), click on "Restore Desktop Icons and
Taskbar".

Install the registry fix, then reboot your computer.

I downloaded Carey's recomended fix and attempted to install but nothing has changed. anyone else have any suggestions

Try to boot in Safe Mode (pressing F8 repeatedly while the computer
boots and choosing safe mode with the arrow keys)
If the desktop shows up, go to IE > Tools > Internet Options >
Advanced Options and disable third-party browser extensions.

You can also try going to Start > Run > msconfig
startup tab
and disabling all entries, reboot, and if the problem does not appear,
enable the entries one at a time until you find what is causing this.
