XP Internet Connection Sharing

I have successfully set up ICS on several XP computers before. I don't
see a newsgroup (in English) specific to XP and networking, so I'm bringing
this one here.
I am working on a customers XP Home Edition computer who wants to share
his dialup connection with another computer at home. He has the cables and
a hub and seemingly had it set up right. However he had other problems, so
I brought the computer in to my place to work on it. I've got everything
else working now and am trying to set it up to share with one of my own
computers (actually I've tried it with two different computers). Although I
know how to set them up manually, I used the "Wizard" and even the floppy
disk to set them up.
His computer (host) dials in and the internet connection works fine. His
computer and mine can see each other just fine... his is assigning an IP to
mine. I can share files between the two just fine, but there's no internet
connection available on the client. Also I cannot "ping" the host computer
(192.168.0.1) from the client or vice versa. The XP firewall is turned off
and no software firewalls are turned on. I've tried typing in IP addresses
in the browser instead of names in case it was a DNS problem. No joy that
way either. I've tried it with both an XP computer and a Windows 98 one. I
feel certain that the problem lies with my customer's computer. Can anyone
give me any ideas on this? I've Googled all over the place and found
plenty of places that tell you how to set it up, but none that tells you
what to do if it doesn't work! They all say that you should be able to
ping the other computer.

To share an Internet Connection you will need to have a Router in
between the two computers then all you need to do then is for a dial
up you will have an modem, connect that wire to the Router with has a
port for the internet and then you will have maybe four ports to
network your computers together connect both computers into different
ports on the router and connect that wire to an Network card. both
computer must have Network cards.

After that since Windows XP is so User friendly it will pick up all
the network settings and you will be on your way, but give this a try
because this is how i have my broadband set up and works great.

Yeah, that's the I'm set up too, but this guy has a modem, and you can't
hook a modem to a router... :-)
I have set up ICS successfully with XP computers numerous times, but
this time, it just isn't working. All you're supposed to need is a network
card in each computer and either a crossover cable or a hub. And like I
said, that part is working OK. Both computers can see each other and share
files, but the client isn't able to share the host's internet connection.

OK, for what it's worth, I reversed the situation. Made one of my Win98
computers the host and set up ICS. Dialed in with the modem, went to my
client's computer (reconfigured as client) and can access the internet
just fine with his computer through my Win98's dialup connection.
Why the *&!*! won't it work the other way around?
