XP Installation while deleting Windows 2000

I am attempting to install Windows XP Home edition. I am
currently running Windows 2000 Professional. The XP
install won't upgrade on Windows 2000 and calls for a
complete installation. However, when it states the
partition to load it in, it strongly recommends that it
contains only one operating system. It doesn't give an
option to delete Windows 2000. I am at a loss of how to
delete Windows 2000. I uninstalled it in the Control
Panel, but it's still there. I attempted to do it through
a dos mode ("Run" format C:), but after it warns that I
will lose everything on the drive (which I want and enter
Y), it states that "Format cannot run because the volume
is being used by another process. Format may run if this
volume is dismounted first. All opened handles to this
volume would then be invalid. Would you like to force a
dismount on the volume? (Y/N)" When I enter Y, it
states: "Cannot lock the drive. The volume is still in
use."
Any recommendations? I do have a start up disk once the C
drive is wiped out.

Clean Installation
Disconnect all peripherals (camera, printer, scanner, etc)
Disconnect any ZIP drive
Disconnect network/modem cable.
Go to BIOS and set CDROM as boot device before hard drive.
Insert Windows XP CD and reboot.
At "Press any key to boot to CDROM" quickly press a key and follow the
prompts for a Clean installation:

If you are installing using Windows XP Upgrade, insert qualifying
media in Step 4b.
Delete all partitions in step 5 if you desire to erase all data on the
hard drive.
Partitioning and formatting will be done automatically.
All data will be destroyed, back-up important data first.

Enable or install firewall BEFORE connecting network cable.

Install ALL Critical Windows Updates:
Start/All Programs/Windows Update

After you are finished, you will need to load the appropriate drivers.

If your computer was shipped with Windows XP, these procedures may or
may not apply.
Check your manual or contact the computer manufacturer for more
details.
