XP install problem on new drive.

I installed a new hard drive (not formatted) and attempted to install XP. Cabling seems ok and the bios recognizes the drive on start-up. I changed the boot sequence to CD first and booted from the CD. Seems ok so far. XP goes through its process and says it's starting. Gets to the screen where you select 'Install XP'. I select it and then it goes to the EULA screen. At that point I hit F8 to accept and nothing happens. The exit command works ok but not the F8. It's like there's no CD drive support at that point, and the install cannot proceed. PC is only 1 year old. Am I missing a step here

I don't think you are missing anything, it should go to disk
partition/format when you press F8.
You could try an old win98 boot disk if you have one and using the "fdisk"
command see if that recognises your new drive. Is there a any software
available at the hard drive manufacturers site that you can use to verify
the disk is working.
How big is your drive, I know there can be some different setup routines for
137Meg. (I don't know what they are though) If the hard drive controller is
RAID or SATA then there is an option at the beginning of XP setup to use 3rd
party drivers, I think you press F2.

If you are using a keyboard that changes the functions of the FKeys you
should hit the button to set the keys to default. (Office, Internet
keyboards etc)

Ronk is absolutely correct! For one thing after you press F8 it should ask for your product key, there is no re-accessing the cd drive until you enter this number. It has to be your keyboard configuration or the keyboard itself.
 
As far as I'm aware the next step after F8 will be to partition/format the
drive, the CDkey is not requested until a windows style GUI later in the
installation.

Been busy but got back to this problem. As it turns out RonK & Scott were right on . Even though I had already tried two keyboards they were both extended function and the F keys for some reason shut off part way into the install process. A basic keyboard or one with an F-Lock button solved the problem
