XP improper shutdown, shows It's now safe to switch off PC

I have an Athlon 3000+ XP on a Jetway N2PAP-400
Motherboard, running XP Professional SP1 and each time I
shut down windows I always get the screen telling me it's
safe to switch off PC. Why doesn't the ATX system
automatically shut the system down?

Also every few bootups I get a message telling me the
Registry has lost some info and has been restored from a
backup. after a month windows crashes telling me System32
file is corrupt or missing and I have to Re-install XP
from scratch!

This is quite a new system and has all branded parts.

What is causing these problems? Can anyone please help me?

I am using Nortons Antivirus 2004, I have a hardware
firewall built into my Linksys Cable router, but I have
no spy sweeper at present.

This problem happens if I'm connected to the net or not.
I believe it's possibly to do with my HDD speed coupled
with the AMD 3000+ XP processor, but I don't know for
sure, I would hope to find a patch or two to sort this
out.

This sounds like something basic, such as a
motherboard and/or processor driver problem,
or possibly overheating.

I have checked all main system drivers to be the latest,
but where would I obtain a processor driver? I remember
seeing a patch regarding AMD processors but don't know
where I would find such a thing, I've had a look on the
AMD website but can't find anything.

I took a look on the net and found the following downloads in relation
to your motherboard:

Do you have the most recent BIOS?

Take a look there as a place to start. If not resolved post your
problem in a more-specific forum, such as:
