XP Home System Policy Denial

I have XP Home SP1 and when trying to install programs from CD (i.e.
Partition Magic, Nero Burn, XP Power Tools) I get an error to suggest a
systems policy has been set and installation stops - contact your sys admin!
I am the sole user of this PC and have not knowingly set any policies - can
you help please?
